Department of Highway Safety and Motor Vehicles shall develop a Highwaymen specialty license plate bearing "Florida" at the top and "Highwaymen" at the bottom with department-approved colors and design.

Annual use fee of $25 shall be collected for each Highwaymen license plate.

Before museum construction completion: up to 10 percent of fees for administrative and marketing costs, minimum 15 percent to St. Lucie Education Foundation, Inc. for art education in St. Lucie County public schools, and remainder for construction of the Highwaymen Museum and African-American Cultural Center.

After museum construction completion: up to 10 percent for administrative and marketing costs, minimum 10 percent to St. Lucie Education Foundation, Inc. for art education, and remainder for day-to-day operations of the museum and cultural center.

Effective date: October 1, 2018.
