Expands the definition of "practice of pharmacy" to explicitly include ordering and evaluating laboratory or clinical testing, conducting patient assessments, and administering, initiating, modifying, or discontinuing medicinal drugs under section 465.0125.

Requires pharmacists to complete additional training as mandated by the board in order to obtain a consultant pharmacist license, with licensure fees not to exceed $250.

Authorizes consultant pharmacists to provide comprehensive medication management services within collaborative practice agreements with health care facility medical directors or individual health care practitioners authorized to prescribe drugs.

Consultant pharmacists may order and evaluate laboratory or clinical testing for nursing home patients only when authorized by the nursing home's medical director and must complete additional institutional pharmacy training and qualifications.

Allows consultant pharmacists and doctors of pharmacy to order laboratory or clinical testing for home health agency patients when authorized by a licensed practitioner and after completing 3 hours of continuing education in laboratory and clinical testing.

Effective date: July 1, 2018.
