Water management districts must publish notices of intention to sell surplus lands on their websites in addition to newspapers published in the county where the land is located.

First publication of required notice must occur at least 30 days but no more than 360 days before any sale is approved by the district.

Parcels valued at $25,000 or less that are no longer essential for conservation purposes may be offered first to adjacent property owners (defined as owners whose property abuts the parcel) with notice by certified mail and one-time website publication.

Adjacent property owners have 14 days after publication to purchase the parcel before the district may sell to the general public for the highest price obtainable.
