Amends s. 373.089, F.S. to create a public records exemption for written valuations of surplus land, related valuation documents, and written purchase offers for water management district land sales.

Makes valuations and offers confidential and exempt from Florida's public records laws until 2 weeks before the district board considers the purchase or sale agreement for approval.

Allows districts to disclose exempt valuations and offers to potential purchasers during negotiations, marketing efforts, bidding processes, or when time has invalidated the valuation conclusions.

Subjects the exemption to the Open Government Sunset Review Act, with the exemption set to expire on October 2, 2023, unless reenacted by the Legislature.

Establishes the public necessity for the exemption as protecting water management districts' negotiating positions and ability to maximize financial returns on surplus land sales.
