Prohibits the Governor, Lieutenant Governor, and Cabinet members from soliciting or accepting contributions during regular, extended, or special legislative sessions on their own behalf, for political parties, or for regulated organizations.

Prohibits the Governor, Lieutenant Governor, and Cabinet members from soliciting or accepting contributions during legislative sessions on behalf of legislative candidates or candidates for Governor, Lieutenant Governor, or Cabinet offices.

Allows the Governor, Lieutenant Governor, and Cabinet members to contribute to their own campaigns but does not restrict other contributions outside legislative sessions.

Makes violations involving one contribution a first-degree misdemeanor; violations involving two or more contributions constitute a third-degree felony.

Requires violators to pay the state twice the amount of contributions made in violation, with campaign treasurers depositing such amounts into the General Revenue Fund.
