CS/CS/HB 713 - Theft Offenses Summary

• Increases grand theft third-degree threshold from $1,000 to $300 for property valued less than $5,000; changes dwelling theft threshold from $1,000 to $100 for property valued less than $5,000 ($300).

• Lowers petit theft first-degree threshold from $500 to $100 for property valued less than $1,000 ($300).

• Adds firearm as a specific grand theft third-degree offense and renumbers existing property categories accordingly.

• Increases retail theft felony threshold from $1,000 to $300 and revises the felony second-degree offense to include repeat violations within 3 years of sentence expiration or coordinated thefts exceeding $3,000 in value.

• Updates the Criminal Punishment Code offense severity ranking chart to reflect new theft threshold amounts and takes effect July 1, 2018.
