Defines "conversion therapy" as any practice or treatment aimed at changing an individual's sexual orientation, behavior, gender identity, or gender expression.

Prohibits licensed professionals (medical practitioners, osteopathic physicians, psychologists, clinical social workers, marriage and family therapists, and mental health counselors) from practicing conversion therapy on individuals younger than 18 years of age.

Excludes from the prohibition professional counseling that supports individuals undergoing gender transition or provides acceptance, support, and identity exploration without the goal of changing sexual orientation or gender identity.

Establishes that licensed professionals who practice, perform, or attempt conversion therapy on minors engage in unprofessional conduct and are subject to disciplinary proceedings by the department and appropriate board.

Takes effect July 1, 2018.
