• Deletes the requirement that the Department of Children and Families develop a certification process by rule for community substance abuse prevention coalitions

• Requires the Department of Children and Families to request all medical information from jails pertaining to defendants within 2 business days of receiving a commitment order; jails must provide such information within 3 business days

• Mandates continued administration of psychotropic medication to defendants discharged from mental health facilities and transferred to jails unless the jail physician documents the need to change or discontinue medication

• Specifies that the jail physician has final authority over medication administration to inmates, though the jail physician and department physician must collaborate to prevent adverse effects on the defendant's mental health and court proceedings

• Effective date: July 1, 2018
