• Revises penalties for noncompliance with work requirements for temporary cash assistance: first offense 1 month, second offense 3 months, third offense 6 months, fourth offense 12 months (previously 10 days, 3 months, 6 months, 12 months).

• Limits child-only benefits during noncompliance to minor children under age 16 (instead of during second or third occurrence) and allows continuation only through protective payees for first portion of penalty period.

• Requires Department of Economic Opportunity to develop individual responsibility plans for participants that establish employment goals, work requirements, and strategies to overcome employment barriers; mandates written participant agreement to work requirements and sanctions.

• Establishes uniform standards for work requirement compliance and sanctions across local workforce development boards; requires annual report to Legislature by December 1 detailing participant information, employment outcomes, barriers, and sanctions data.

• Prohibits electronic benefits transfer (EBT) card use at medical marijuana treatment centers, tobacco shops, and body piercing/tattoo establishments; imposes fees for fifth and subsequent card replacements within 12 months unless good cause shown.
