Creates the Care for Retired Law Enforcement Dogs Program within the Department of Law Enforcement to provide stable funding for veterinary care of retired law enforcement dogs.

Department must contract with a nonprofit organization (meeting specific criteria including 501(c)(3) status for at least 5 years) to administer and manage the program through a competitive grant award process.

Reimburses former handlers or adopters up to $1,500 per dog annually for veterinary care including wellness exams, vaccinations, emergency care, surgeries, and euthanasia; unused funds cannot carry over to future years.

Restricts reimbursements when program funds are depleted in the applicable fiscal year and allows the nonprofit to use up to 10 percent of appropriated funds for administrative expenses.

Appropriates $300,000 in recurring General Revenue Fund dollars annually to the Department of Law Enforcement beginning fiscal year 2018-2019, effective July 1, 2018.
