Prohibits landlords from requiring servicemember tenants to pay security deposits or advance rent exceeding the total rent due in a 60-day period.

Authorizes servicemembers to terminate rental agreements with 30 days' notice if they receive permanent change of station orders, are discharged, move into government quarters, or receive temporary duty orders more than 35 miles away.

Transfers duties and responsibilities regarding military base retention and defense support programs from the Department of Economic Opportunity to the Florida Defense Support Task Force, with the president of Enterprise Florida, Inc., serving as executive director.

Adds the chair of the Florida Defense Alliance as an ex officio nonvoting member of the Florida Defense Support Task Force.

Prohibits construction or activities incompatible with military installation missions on agricultural land protected by rural-lands-protection easements or agricultural protection agreements located in clear zones, accident potential zones, or Military Influence Planning Areas near military installations.
