Redefines "tobacco products" to include all recreational nicotine products, including electronic nicotine delivery systems, e-liquid, dissolvable tobacco, nicotine gel, smokeless tobacco, and hookah tobacco.

Requires tobacco product sales to occur through direct, face-to-face exchanges with dealers or their agents; prohibits sales from vending machines.

Exempts cigars, hookah and waterpipe tobacco, dissolvable tobacco, nicotine gel, and pipe tobacco from the direct sale requirement.

Restricts retailers selling electronic nicotine delivery systems or e-liquid from placing these products in open displays unless the display is inaccessible to customers or the establishment prohibits persons under 18.

Repeals section 877.112 relating to nicotine products and nicotine dispensing devices; takes effect July 1, 2018.
