Requires the Department of Children and Families to adopt or amend licensing rules for child-placing agencies to include specific requirements preventing sibling separation.

Mandates that siblings must be placed in the same home whenever possible, or on the same campus if placement in the same home is not feasible.

Requires documentation in each child's record of all efforts made to place siblings together in the same home.

Specifies that if a foster home cannot accept all siblings, they must be placed in residential care, and stable siblings in residential care must remain there until permanent placement is achieved.

Effective date: July 1, 2018.
