Creates the Historically Black Colleges and Universities Matching Endowment Scholarship Trust Fund within the Department of Education as a depository for scholarship program funds.

Funds for the trust account shall consist of legislative appropriations and matching funds from participating Historically Black Colleges and Universities in the state.

Trust fund is scheduled to terminate on July 1, 2022, unless terminated sooner, with a required review before scheduled termination per section 215.3206(1) and (2).

Act takes effect contingent upon HB 859 or similar legislation being enacted in the same legislative session and becoming law, and requires a three-fifths vote of membership in each house of the Legislature.
