Creates the Office of Drug Control within the Executive Office of the Governor, headed by a director appointed by the Governor and subject to Senate confirmation.

Establishes the office to coordinate drug control efforts in collaboration with the Office of Planning and Budgeting, working with federal, state, local, public, and private sectors.

Directs the office to provide public information about substance abuse programs and services, serve as the Governor's liaison on drug control matters, secure funding, and develop strategic drug control initiatives linking state agencies.

Requires the office to advise the Governor and Legislature on substance abuse trends, the status of current programs and services, funding levels, and make recommendations for implementing the state drug control strategy.

Requires the director to submit an annual report to the Governor and Legislature by December 1 each year covering required information and recommendations.

Takes effect July 1, 2018.
