Amends the definition of "recovered materials" in Florida Statutes section 403.703 to include wood, asphalt, and concrete materials alongside existing categories of metal, paper, glass, plastic, textile, and rubber.

Excludes chemically treated or coated wood from the definition of recovered materials.

Excludes vegetative matter from landscaping maintenance and land clearing operations, including tree trimmings, grass clippings, palm fronds, trees, and tree stumps.

Clarifies that recovered materials meeting the definition are not classified as solid waste.

Takes effect July 1, 2018, and does not impair or modify contracts entered into before that date.
