Beginning with the 2020-2021 school year, intensive reading interventions funded through research-based reading instruction allocations must be delivered by teachers certified or endorsed in reading.

School districts must submit annual K-12 comprehensive reading plans by a date before May 1 for approval by the Just Read, Florida! Office, with plans deemed approved unless rejected by June 1.

The Department of Education must conduct a review by July 1, 2018, and every 5 years thereafter of reading endorsement requirements, including consideration of internationally recognized certifications that require competence in reading intervention strategies.

School districts must provide all elementary grades instructional personnel access to training sufficient to earn a reading endorsement, including training on identifying dyslexia and other reading deficiencies and implementing evidence-based reading instruction techniques.

The act takes effect July 1, 2018.
