Converts the North Springs Improvement District board election method from landowner voting to election by qualified electors of the district.

Requires board candidates to be electors and residents: Seat 1 candidate must reside in City of Parkland, Seat 2 candidate must reside in City of Coral Springs, and Seat 3 candidate must reside anywhere in the district.

Establishes board member terms of 4 years for Seats 1 and 2, and 2 years for Seat 3 at the first election; thereafter all members serve 4-year terms with elections held every 2 years.

Defines "qualified elector" as a person at least 18 years old who is a U.S. citizen, permanent Florida resident, and district resident registered with the county supervisor of elections.

Specifies filing fee of 3 percent of $4,800 and election assessment of 1 percent of $4,800, with elections conducted as nonpartisan under the Supervisor of Elections of Broward County; takes effect upon becoming law.
