Amends chapter 2001-320, Laws of Florida to change the Pine Tree Water Control District board structure from landowner-elected members to qualified elector elections for three of five board seats.

Requires three board members to be elected by qualified district electors at the November 2018 general election, with seats designated as seat 1, seat 2, and seat 3, each for staggered terms.

Maintains two appointed board members: one appointed by the City of Coral Springs and one appointed by the City of Parkland, each serving until replaced.

Establishes that at the first election, members elected to seats 1 and 2 serve 4-year terms while the seat 3 member serves a 2-year term, with all subsequent elections held every 2 years for 4-year terms.

Sets candidate qualifications requiring district residency and elector status, with campaign finance compliance under chapter 106, Florida Statutes, and filing fees of 3 percent of annual office salary or a petition signed by 1 percent of qualified electors.
