Proposes creation of Section 30 of Article X of the State Constitution to expand Medicaid coverage in Florida.

Requires the Agency for Health Care Administration to submit state plan amendments to the federal government to expand Medicaid to persons under age 65 with income at or below 138 percent of the current federal poverty level.

In 2017, the 138 percent threshold equals $16,643 for a single person and $22,412 for a family of two.

Submitted to Florida electors for approval or rejection at the next general election or at an earlier special election specifically authorized by law.
