Expands public records exemption for criminal history records to include those administratively sealed under s. 943.0586 (cases not filed, dismissed, or resulting in acquittal/not guilty verdicts)

Makes administratively sealed records of minors confidential and exempt from public records laws, available only to the subject, their attorney, criminal justice agencies, and specified licensing entities

Allows sealed records to be disclosed to entities including the Department of Children and Families, Department of Education, courts, law enforcement, and licensing agencies for employment and access authorization purposes

Exemption subject to Open Government Sunset Review Act and automatically repeals October 2, 2023 unless reenacted by legislature; if not saved, law reverts to June 30, 2018 version

Effective date contingent on HB 919 or similar legislation becoming law in the same legislative session
