Amends Florida Statute 316.1975 to establish criminal penalties for failing to properly lock a motor vehicle's ignition when a minor subsequently steals the vehicle.

Creates a second-degree misdemeanor charge, punishable under sections 775.082 or 775.083, for vehicle owners who fail to lock the ignition in the required manner and a minor then commits theft of that vehicle.

Maintains existing exceptions for authorized emergency vehicles with activated antitheft devices, licensed delivery vehicles, solid waste collection vehicles, and vehicles started by remote control with locked ignition, transmission, and doors.

Takes effect October 1, 2018.
