Creates a de-escalation training pilot program within the Department of Law Enforcement to provide grants to city and county law enforcement agencies for officer de-escalation training.

Establishes a voluntary competitive grant process where participating agencies must report the number of use-of-force incidents before and after implementing de-escalation training in a format prescribed by the department.

Requires the department to submit a report to the President of the Senate and Speaker of the House by September 1, 2020, including data comparing use-of-force incidents before and after program implementation.

Authorizes the department to adopt rules to implement the program and appropriates $500,000 for the 2018-2019 fiscal year.

Takes effect July 1, 2018, and automatically repeals on September 1, 2020.
