• Revises rulemaking procedures by requiring public access to materials incorporated by reference in proposed rules after December 31, 2018, through hyperlinks or statements about copyright restrictions

• Creates new rule "repromulgation" process allowing agencies to re-adopt existing rules without substantive changes by notifying the Legislature and filing with the Department of State, streamlined from standard rulemaking requirements

• Requires electronic filing of documents with the Division of Administrative Hearings for attorney-represented parties and whenever possible for unrepresented parties, with parties relieved from serving other parties registered for e-filing

• Restructures administrative law judge appointments to use a statewide nominating commission rather than Senate confirmation, establishes 4-year terms with performance reviews before expiration, and prohibits judges from private law practice

• Exempts attorneys serving as administrative law judges from certain career service and supervisory employee requirements under section 110.205
