Creates the Emergency Medical Air Transportation Act Account within the Emergency Medical Services Trust Fund to support emergency medical air transportation services providers through increased Medicaid reimbursement payments.

Directs the Department of Health to develop a methodology by September 1, 2018, for distributing reimbursement payments to rotary-wing (helicopter) and fixed-wing (airplane) air ambulance providers in cooperation with the Agency for Health Care Administration.

Authorizes the department to increase Florida Medicaid reimbursement to providers by not more than customary fees charged, funded by moneys in the account and federal matching funds, provided sufficient funds exist and general revenue funds are not used to offset costs.

Imposes an additional $1 penalty on all moving violations under chapter 316, with proceeds collected by municipalities and counties transferred quarterly to the Emergency Medical Air Transportation Act Account.

Takes effect July 1, 2018.
