Prohibits municipalities and private companies from charging customers for garbage pick-up services that are not provided on the normally scheduled date if service is not resumed within 4 calendar days.

Requires municipalities or private companies to issue a credit or refund on the customer's next regular bill, calculated on a prorated basis for each missed pick-up.

Imposes a fine equal to 10 times the charge for the unrendered service if a municipality or private company fails to issue the required credit or refund within 60 days from the next bill.

Takes effect July 1, 2018.
