HB 991 Summary

• Repeals sections 106.30, 106.31, 106.32, 106.33, 106.34, 106.35, 106.353, 106.355, and 106.36 of Florida Statutes relating to the Florida Election Campaign Financing Act.

• Modifies surplus campaign fund disposition options for candidates, removing references to the Election Campaign Financing Trust Fund and requiring candidates who received public financing contributions to return all surplus funds to the General Revenue Fund.

• Removes the requirement for the Division of Elections to conduct postelection audits of campaign accounts for candidates receiving contributions from the Election Campaign Financing Trust Fund.

• Removes language from boat registration and corporate annual report forms regarding voluntary contributions to the Election Campaign Financing Trust Fund.

• Takes effect contingent upon approval of HJR 989 or a substantially similar joint resolution by Florida voters at the November 2018 general election.
