Creates the Handgun Buyback and Safe Storage Grant Program within the Department of Law Enforcement to award grants to sheriffs' offices for sponsoring annual handgun buyback and safe storage events.

Provides $100 cash payment per surrendered handgun in apparent operative condition, with a maximum of $300 per individual, and requires anonymity of participants.

Defines "handgun" to include revolvers, semiautomatic or automatic pistols, sawed-off shotguns, and assault weapons, but excludes antique handguns and prohibits active law enforcement and gun dealers from receiving cash payments.

Requires Fish and Wildlife Conservation Commission, tax collectors, and concealed weapon license applicants to solicit $3 voluntary contributions to fund the program through the State Game Trust Fund.

Mandates events provide free cable gun locks and brochures on safe handling and storage guidelines, and requires surrendered handguns to be destroyed rather than sold.
