Agency for Health Care Administration authorized to seek federal waivers to increase Medicaid funding for substance use disorder treatment and recovery services, including detoxification, residential services, medication-assisted treatment, targeted case management, and recovery support.

Creates Office of Drug Control Policy within Executive Office of the Governor, headed by director appointed by and serving at pleasure of Governor.

Office of Drug Control Policy responsible for developing strategic plans to reduce drug and alcohol abuse, monitoring state policies, collecting crime and overdose data, and making policy recommendations to executive branch agencies.

Office required to coordinate among state and local agencies including Attorney General, Department of Juvenile Justice, Department of Education, Agency for Health Care Administration, Department of Children and Families, and Department of Health.

Office must submit annual report to Governor, President of Senate, and Speaker of House regarding state substance abuse policies and government agency coordination.
