Creates section 341.851, Florida Statutes, to establish a regulatory framework for bicycle sharing companies providing innovative, environmentally friendly transportation options in Florida.

Requires bicycle sharing company bicycles to meet federal safety standards (16 C.F.R. part 1512), display company name/contact information, and be lawfully parked when not in use.

Mandates bicycle sharing companies register with the Division of Corporations, provide user safety notifications, and maintain bicycles in operable condition; authorizes local governments to fine companies up to $1,000 for non-compliance with registration and hurricane preparedness requirements.

Prohibits local governmental entities from limiting or preventing bicycle sharing companies from operating within their jurisdiction if the company complies with applicable local laws and regulations for similar businesses.

Preserves local authority to designate airport/seaport locations for bicycle operations, negotiate docking station placements on public land, and enforce uniform traffic laws and ordinances.
