HB 1041 - Professional Regulation Summary

• Eliminates separate yacht broker branch office licenses and related division fee requirements.

• Repeals labor organization licensure and registration requirements (sections 447.04, 447.041, 447.045, 447.06, 447.12, and 447.16).

• Establishes criminal history review processes for barbers, cosmetologists, construction professionals, and other regulated professions; prohibits denying licenses based on convictions older than 5-7 years; allows applications before release from confinement.

• Transfers regulatory authority over professional engineers from the Florida Engineering Management Corporation to the Department of Business and Professional Regulation by July 1, 2020.

• Creates new "restricted barber" license category; eliminates licensing requirements for hair braiding, hair wrapping, body wrapping, nail polishing, and makeup application when practiced as sole occupation.
