• Authorizes physical therapists to issue disability certifications for disabled parking permits, expanding who can certify such disabilities beyond physicians and other practitioners.

• Revises immunization registry requirements by mandating health care practitioners submit and update vaccination data, while allowing electronic availability of immunization records and permitting parents/students to opt out of registry participation.

• Creates new statutes prohibiting health care facilities and insurers from requiring board certifications or maintenance of certification as conditions for licensure, reimbursement, or hospital privileges, with limited exceptions.

• Expands licensure provisions for armed forces members and spouses, including dentists; relaxes examination requirements for dental applicants; and implements the Conrad 30 Waiver Program for physician workforce development in underserved areas.

• Modifies requirements for multiple health professions including nursing assistants, athletic trainers, massage therapists, psychologists, and mental health counselors; updates pharmacy inspection and permitting requirements; and changes school immunization record procedures.
