Establishes electronic images of warrants, vouchers, and checks as original records for the Division of Treasury; permits destruction of physical documents after electronic reproduction and audit completion.

Renames the Bureau of Fire and Arson Investigations to Bureau of Fire, Arson, and Explosives Investigations, and creates new Bureau of Insurance Fraud and Bureau of Workers' Compensation Fraud within the Division of Investigative and Forensic Services.

Requires child transition plans to address financial literacy and mandates safety coordinators complete training within one year of appointment; establishes return-to-work reporting requirements for agencies.

Creates Florida Open Financial Statement System requiring local governmental financial statements be filed in eXtensible Business Reporting Language (XBRL) format beginning September 1, 2022; appropriates $500,000 for system development.

Makes numerous changes to insurance licensing and agent regulations, including managing general agent producer license requirements, adjustor examination exemptions, and clarification of agent appointment and conduct standards.
