Authorizes the Inland Protection Trust Fund to be used for cleanup of drycleaning solvents under the drycleaning solvent cleanup program, with an annual appropriation of $30 million from the fund to the Water Quality Assurance Trust Fund.

Increases the minimum annual appropriation to the Inland Protection Trust Fund from unspecified to $150 million to support contamination investigation, cleanup, and water supply restoration activities.

Establishes a requirement for the Department of Environmental Protection to have at least 25 individual state contractors participating in the drycleaning solvent cleanup program by December 31, 2018.

Requires the Department of Environmental Protection to adopt a contractor scoring system by rule that considers qualifications, rates, and performance evaluations for assignments in the drycleaning solvent cleanup program.

Limits advanced site assessment funding to no more than 10 percent of the annual Water Quality Assurance Trust Fund appropriation for the drycleaning solvent cleanup program.
