Authorizes political subdivisions to add vendors to existing debris removal contracts or enter into a second contract if the original vendor has not made a good faith effort within 14 days after a declared state of emergency.

Requires selection of additional vendors from the most recent competitive solicitation process results, or allows interagency agreements with neighboring political subdivisions if only one vendor previously qualified.

Mandates that political subdivisions announce selected additional vendors at a special or regularly scheduled public meeting.

Requires new or amended debris removal contracts to comply with applicable federal public disaster assistance program requirements if the subdivision anticipates federal reimbursement.

Adds contracts entered into under section 252.38 (emergency management) to the list of exemptions from competitive bidding and procurement requirements under section 287.057, effective July 1, 2018.
