Creates the East Mulloch Water Control District as a dependent special district of Lee County to replace the dissolved East Mulloch Drainage District, effective July 1, 2018.

Establishes a three-member board of supervisors appointed by Lee County commissioners with 3-year staggered terms; supervisors receive $5 per diem per meeting (maximum $25 per month).

Authorizes the district to levy annual maintenance assessments up to $30.10 per acre to pay for administration, drainage, and water control operations.

Transfers all assets, contracts, and liabilities from the East Mulloch Drainage District to the new district; district liabilities remain separate from Lee County obligations.

Repeals seven prior Florida laws related to the drainage district and grants the district authority under Florida Statutes chapters 189, 197, and 298 for drainage and water control operations.
