Converts the Loxahatchee Groves Water Control District from an independent special district to a dependent district of the Town of Loxahatchee Groves effective upon referendum approval.

Town Council members assume the offices of the Board of Supervisors, and all district assets, liabilities, contracts, rights, and obligations transfer to the town.

Repeals special acts chapters 99-425, 2004-410, 2011-257, 2012-262, 2014-246, and 2014-247 with their provisions becoming town ordinances.

District jurisdiction encompasses approximately 7,966 acres in Palm Beach County spanning sections in Township 43 South, Ranges 40-41 East.

Requires a referendum by October 1, 2018, with majority landowner approval necessary for the act to take effect; referendum provisions take effect upon bill enactment.
