Exempts inspection reports held by advanced birth centers from public records disclosure requirements, maintaining confidentiality of records deemed confidential under state or federal law.

Clarifies that inspection reports must still be provided to prospective patients, current patients, and their relatives or guardians upon written request, with reasonable copying costs charged.

Declares a public necessity for making clinical records and inspection reports of advanced birth centers exempt from public disclosure to protect confidential information.

Effective date is contingent on HB 1099 or similar legislation passing in the same 2018 legislative session and becoming law.
