Requires disabled parking permits issued on or after July 1, 2018 to display a copy of the applicant's driver license or identification card photograph on one side, concealed by a movable flap or cover to protect identity while displayed in the vehicle.

Allows exemption from photograph requirement when a certifying physician certifies that the severity of disability prevents the person from obtaining a driver license or identification card.

Establishes mandatory civil fine of $250 for fraudulently obtaining, unlawfully displaying, or using an unauthorized replica of a disabled parking permit while occupying a disabled parking space when the permit owner is not in the vehicle.

Makes knowingly providing a disabled parking permit to another person for unlawful use a noncriminal traffic infraction with $250 fine, and displaying an expired disabled parking permit a noncriminal traffic infraction with $250 fine.

Effective date: July 1, 2018.
