Creates section 627.352 of Florida Statutes to establish confidentiality exemptions for Citizens Property Insurance Corporation records identifying detection, investigation, or response practices for information technology security incidents and breaches.

Exempts certain portions of risk assessments, evaluations, audits, and other reports of the corporation's information technology security program from public records disclosure if release would facilitate unauthorized access to or modification of data or IT resources.

Makes portions of public meetings discussing exempted IT security data exempt from open meetings requirements; requires all exempt meeting portions be recorded and transcribed but remain confidential unless a court determines in camera review that the meeting was not restricted to exempt data.

Authorizes disclosure of confidential and exempt records and meeting materials to the Auditor General, Cybercrime Office of the Department of Law Enforcement, Office of Insurance Regulation, and state or federal agencies for security purposes or official duties.

Exemptions apply retroactively to records held before, on, or after the effective date; subject to Open Government Sunset Review Act and shall be repealed October 2, 2023, unless the Legislature reenacts the law.
