CS/CS/HB 1129 Summary

• Requires membership organizations affiliated with national organizations that provide child care to obtain child care facility licenses and meet background screening requirements for all personnel.

• Defines "after-school program" as child care for school-age children (ages 5-12) during out-of-school times; programs meeting 3+ criteria including transportation, meals, multiple activities, tutoring, or field trips require licensing unless they are school-operated or solely instructional.

• Exempts after-school programs operated by certain membership organizations licensed between July 1, 2018 and June 30, 2020 from square footage and restroom facility requirements; exemption expires if facility is remodeled or relocated after July 1, 2020.

• Allows child care personnel in after-school programs operated by membership organizations to count up to 30 clock hours of organization-approved training toward the required 40-clock-hour introductory course; establishes $75 licensing fee for eligible after-school programs.

• Appropriates $47,040 in nonrecurring funds to the Department of Children and Families for technology implementation; effective July 1, 2018.
