Creates an energy security and disaster resilience pilot program within the Department of Agriculture and Consumer Services to provide grants for onsite solar energy storage systems at critical facilities in areas of critical state concern

Eligible facilities include emergency operations centers, hospitals, assisted living facilities, airports, ports, transportation facilities, law enforcement and public safety buildings, and disaster preparedness agency buildings

Establishes a grant program for systems placed into service after January 1, 2018, with eligibility requirements including grid isolation capability and minimum 24 hours of backup power capacity or 5 hours of average daily usage

Directs the Florida Solar Energy Center to conduct a study by October 1, 2019, assessing benefits including public health, disaster preparedness, capital investment, job creation, and utility impacts, with recommendations for statewide expansion

Appropriates $10 million in nonrecurring funds from the General Revenue Fund for fiscal year 2018-2019, with grants issued on a first-come, first-served basis until funds are expended; program expires July 1, 2020
