Reduces the Pinellas County Construction Licensing Board from 21 members to 15 members, including 8 licensed construction professionals, county building official, 2 consumer representatives, 1 fire official, and 3 regional building officials.

Establishes term limits of two consecutive 4-year terms for board members, with a 2-year waiting period for reappointment; exempts governmental and fire officials from term limits.

Designates board staff as Pinellas County employees and makes the board a dependent agency of the Board of County Commissioners, which may adopt rules and remove members at will.

Requires the board to submit annual financial and administrative reports to all local governments, submit to periodic audits, and requires members to file annual financial disclosure statements.

Makes the board eligible for 3 years of state funding after July 1, 2018, to support operations during transition to county oversight; allows the board to be dissolved if county voters approve transfer of all board authority to the Board of County Commissioners in a referendum.
