Amends water resource implementation rules to include examples of reclaimed water uses that create impact offsets (preventing saltwater intrusion, raising aquifer levels, improving water quality, augmenting surface water supply).

Allows reissuance of expired environmental resource permits for construction phases if applicants demonstrate they could not reasonably complete work within original timeframe and conditions have not substantially changed, with a 3-year limit on reissuance requests.

Requires DEP and water management districts to develop a memorandum of agreement by December 1, 2018 for coordinated review of reclaimed water projects requiring multiple permits (reclaimed water facility, underground injection control, and consumptive use permits).

Establishes a voluntary blue star collection system assessment and maintenance program for utilities to reduce sanitary sewer overflows, offering benefits including reduced penalties, extended 10-year permits, and participation in the Clean Water State Revolving Fund Program.

Modifies recycling collection requirements prohibiting counties and municipalities from requiring residential recycling collectors to handle contaminated materials, and requires detailed contract provisions addressing contamination procedures and education measures.
