Amends the Equity in School-Level Funding Act to specify which funds school districts may withhold from Title I, Part A, Basic allocations before distributing to eligible schools

Permits school districts to withhold one percent for parent involvement (in addition to federal reserve requirements), a necessary and reasonable administrative amount not exceeding 8 percent, and reasonable amounts for specified programs

Allows withholding for homeless programs, delinquent and neglected programs, prekindergarten programs, private school equitable services, and transportation for foster care children to their school of origin or choice

Adds local educational agency-wide activities funding to support student acquisition of knowledge and skills for Florida Standards Assessments and state performance standards
