CS/CS/HB 1165 - Trauma Services

• Requires moneys from traffic violation penalties to be allocated to trauma centers based on hospital discharge data and caseload volume calculations rather than the previous Trauma Registry method.

• Establishes the Florida Trauma System Advisory Council by May 1, 2018, with 12 Governor-appointed members to provide recommendations on maximizing trauma center infrastructure and meeting at least quarterly.

• Revises trauma center designation procedures, including requirements for periodic analysis of the trauma system using hospital discharge data and population data, with department notification of areas needing additional trauma centers.

• Prohibits Department of Health from designating an existing Level II trauma center as a new pediatric trauma center or Level I center in service areas that already have Level I or pediatric trauma centers, with specified exceptions.

• Requires trauma centers to participate in the National Trauma Data Bank and report trauma patient transfers and outcomes to the department, while requiring a study on pediatric trauma center national certification by December 31, 2018.
