• Authorizes early learning coalitions to refuse contracts with or revoke eligibility of private prekindergarten providers cited for a class I violation as defined by rule.

• Authorizes early learning coalitions to refuse contracts with or revoke eligibility of school readiness program providers cited for a class I violation as defined by rule.

• Maintains existing authority for coalitions to revoke school readiness providers' eligibility for 5 years if they fail to comply with statutory requirements or contractual obligations.

• Effective date is July 1, 2018.
