Amends section 28.07 to require Official Records and other records and books of the county be readily accessible and kept at the clerk's office located at the county seat, with other records kept within the county but not necessarily at the county seat.

Amends section 318.1451 to require driver improvement course providers to transmit completion certificates or related data to the clerk of the circuit court within 7 business days after a person successfully completes a course on or after July 1, 2018.

Mandates transmission of driver certificates occur through the Florida Courts E-Filing Portal governed by the Florida Courts E-Filing Authority, using data sufficient to update the Comprehensive Case Information System.

Takes effect July 1, 2018.
