Adds new definition of "Examination" as evaluation of a patient by personal inspection, palpation, and auscultation, excluding section 474.2185.

Establishes definition of "Veterinary dentistry" encompassing professional examination, diagnosis, prevention, and treatment of oral and maxillofacial conditions, including dental cleaning, scaling, polishing, and periodontal therapy, but excluding public tooth polishing or brushing.

Adds definition of "Veterinary telemedicine" as veterinary medicine practice using electronic communications to provide continuing patient care, treatment, or service after establishing a veterinarian/client/patient relationship, excluding emergency teletriage and poison control services.

Updates "Veterinary medicine" definition to explicitly include veterinary dentistry, complementary and alternative and integrative therapy, and veterinary telemedicine.

Modifies section 474.2165 to clarify that "records owner" includes any veterinarian generating medical records after physical examination or treatment, and takes effect July 1, 2018.
