Creates section 944.805, Florida Statutes, requiring the Department of Corrections to submit an annual report to the President of the Senate and Speaker of the House by December 31 of each year on prisoners aged 18 to 22.

Report must include the number of prisoners in custody and their security classification levels at each state correctional facility.

Report must document the number of prisoners moved between state correctional facilities in a manner that interrupted their educational, vocational, treatment, or other self-betterment programming.

Report must include the number of prisoners who completed educational, vocational, treatment, or other self-betterment programming and specify which programs were completed.

Takes effect October 1, 2018.
